Forgive me for pursuing this but it seems to me that it is in those areas where many of the issues that we have raised, the examples that have been used by the independent monitor and the examples that have been produced by the universities, are found. Even if there is a more secure choice of decision being made because of acceptance at an institution, if these other areas of discretion and potential arbitrariness remain, our concerns will remain. That is the point I want to make.
