Identity Cards Bill

I invite the Minister to state what kind of costs are going to be recovered from the public—that is, from the passport holder or the future ID card holder. Will they only be Home Office costs, or will they be costs across the whole range of Government? Will they be capital costs or annual recurrent costs? We need to know these things.
