The specification of the national air traffic control system was wrong. It did not identify the complexity of the system. I know that because I have known for a very long time the man who was responsible for it. That is why it is important in this case that we conduct pilot schemes and the get the specification right from the very beginning. Only then will we be able to get our costs under control. The costs of a complex system such as the national air traffic control system may have gone up because of the incorrect specification, but it was implemented without any major glitches. Had it not been, we would all have had crashes.
