Of course I hear what the noble Lord says. I have been as crystal clear as I can be in relation to these issues and I have also said that the way of avoiding such penalties is simply to comply. I have made it clear that the Secretary of State can waive all or any penalty in relation to this matter because these provisions are provided simply for compliance. I have answered the question posed by the noble Lord, Lord Stoddart, three times to the effect that imprisonment will not follow.
