It is a framework which can apply efficiently and effectively. It will be the template used by those who seek to enforce these provisions. In that regard, we think that it is a very important safeguard because it will enable the public to know exactly what is expected of them, what the consequences are and what enforcement will be like.
Contrary to the comments of the noble Lord, Lord Thomas of Gresford, about these issues not being made plain in other scenarios, in this scenario we are ensuring that the code and the way in which it will be applied are understood, and the individual citizen will know how to take best advantage of it.
