I am grateful to the noble Baroness for giving way. I hesitate to interrupt her flow, but she was arguing a minute ago that Clause 1(3) gives us what we need. She referred to the statutory purposes being a facilitation of providing a secure and reliable method of ascertaining facts. I hope she will accept, however, that there is a difference between ascertaining facts—where, I accept, Clause 1(3)(b) provides a secure and reliable method—and securing that information while keeping its use confidential. Since it is so important—organisations such as Liberty, Justice and the Law Society are all het up about it—what is the objection to making it crystal clear in the language of the Bill?
