Compensation Bill [HL]

It worries me that if the Minister, with an entire department behind her, cannot work out which statutory duties apply, how on earth can a simple volunteer do so? We are not talking about them being able to ignore statutory duties; we are just saying that when there is a claim again them, the duty of care can be taken into account. It is not that one has to know about every statutory duty to define what they are. We are talking about a general defence, so that, in certain circumstances, one can say, ““I did my best””. The Minister is suggesting that because she cannot define every statutory duty, the volunteer has to be able to do so. I find that astonishing.
