Identity Cards Bill

My noble friend’s amendment undoubtedly has considerable potentially beneficial effects. Nevertheless, I would counsel a degree of caution. If we think back to the previous incarnation of ID cards in this country, one of the great criticisms that they attracted in the end was that they were subject to a great deal of function creep. With my noble friend’s amendment, we potentially run the risk of empowering function creep. I insert that note of caution.
