I think the noble Lord has got it wrong. I shall explain why. I apologise for the length of my reply, but to answer the questions raised by noble Lords, I feel that I am obliged to speak at length. The noble Baroness, Lady Anelay, and others have been kind enough to indicate that that may enable her not to pursue the amendments on Report.
