The look on the Minister’s face made me realise that in trying to be brief I have been too brief and not clear enough. My concern is that those who are required to pay prescription charges because they do not fall into the category by age or by low income where they can obtain free prescription charges, should not be required to produce an ID card to gain access to services before all people are required, when the provisions in Clauses 6 and 7 come into place, to be registered for an identity card. I hope that does not make my earlier clarity even less clear.
