That is the point. It is one thing for the Government to say that they do not intend to charge; that is fine for this Government and this Minister, and I am very happy to hear it. However, I am concerned about what may happen at some future time. My Amendment No. 261 gives the Government the power to have different categories of fees, and I am not sure that that power exists at the moment. If it does, will he kindly tell me where it resides, because it would make my amendment redundant?
