I normally agree warmly with anything the noble Lord, Lord Stoddart, says, but I wonder if he is right on this. If the cards were given free, gratis and for nothing to everyone, I believe that—it is just what the Government might want—the critical faculties of the nation would be effectively anaesthetised. On this occasion, I disagree with the noble Lord. It would be very much better if people did pay, because then their critical faculties would be applied to the scheme, as it deserves.
