I wonder whether I might assist the noble Lord, Lord Phillips. Does he mean to welcome the fact that the only changes that will be made by negative procedure will be those that reflect changes in the value of money? I do not think the Government are trying to get out of the recommendation that the affirmative procedure should apply to changes in the level of fees where those do not simply reflect changes in the value of money. Perhaps the noble Lord, Lord Phillips, is trying to give away too much.
