I am grateful to the noble Baroness for what she said but I am a little baffled because it seems to me that the class of individual to whom she referred is covered by Clause 8(4)(a). That refers to ID cards being issued to an individual if he is entitled to be registered. I thought that the noble Baroness was talking about individuals who did not have to register compulsorily but were entitled to be registered; that is, voluntarily.
