In supporting the noble Baroness, I must say how sorry I am that the noble Lord, Lord Borrie, was unable to be in his place to move the amendment. I understand he is not well. We all wish him a speedy recovery.
The citizens advice bureaux have made a strong case for this. The noble Baroness indicated a number of tragic cases that they have highlighted. As I said on an earlier amendment—I believe to general acceptance—citizens advice bureaux are very often at the front-end of these disastrous cases. They have made quite a strong case for the insertion of this matter in the OFT guidelines.
