I may be missing a point here, but I believe our Amendment No. 27 attempts to address this in a slightly different way. Since we are in Committee, I hope that the noble Lord, Lord Razzall, will forgive me if I ask for a point of clarification. Are we absolutely clear that what is intended in the amendment is that payments should be allocated to the lowest rather than the highest interest-bearing balances? As I understand it, that seems to be unnecessarily hard on the borrower, especially for a Liberal Democrat amendment.
