I simply wish to say that the cost of the strategy is very unclear and not open to scrutiny. The sources of money used to pay for the measures laid out in the Bill should be as transparent as the costs of the measures themselves. As it stands, the Bill makes no provision for transparency.
What does Clause 15 really mean in practice? Does it mean that more money may be paid out if some is already spent under one enactment and more is required because of this Bill? That sounds fine, but it could be limited, and I know that local authorities have expressed their concern.
