Transport (Wales) Bill

I am grateful to the Minister for his comments. It is important that we continue to draw attention to the special situation of elderly and disabled people. I am sure that this will remind the Assembly and the transport committee, when it is duly formed, of the needs of the elderly and the disabled. It may well make special provision to ensure that their needs are met. With regard to Amendment No. 17, which deals with the Public Transport Users’ Committee for Wales, clearly the committee is presently in a very amorphous state, with so many details yet to be settled. I am rather surprised at the very preliminary state that the proposal for a transport users’ committee is in now, bearing in mind the time that has elapsed since consideration of the Bill began. I know that there was an upset with the special developments regarding the railways last year, which resulted in the Railways Act and the abstraction from it of certain elements of the present Bill. I dare say that among the abstractions was a rail users’ committee. So now we have this idea of the Transport Users’ Committee for Wales which is not confined to any particular form of transport. Nevertheless, I wish that consideration of the details regarding its membership, and so on, had progressed rather further than they have to date. It is not very satisfactory to leave all these details in abeyance for the time being. I beg leave to withdraw the amendment. Amendment, by leave, withdrawn.
