I simply say in response to the Minister that he has only got to look at the bus statistics for the United Kingdom to see how outside London—which tends to smother the statistics—the use of bus services is declining year on year. The present regulatory arrangements do not work very satisfactorily and I am seeking to propose to the Government a better system.
