Once again, I support my noble friend Lord Bradshaw in the proposal for Wales to have its own traffic commissioner. We are moving towards more devolved power for the Welsh Assembly, including transport. It would be incongruous that a matter devolved to the Welsh Assembly would still be under the control, if we may call it that, of the West Midlands traffic commissioner in Birmingham. It is a simple matter of devolution. It also looks forward to the Governance of Wales Bill which may very well change the status of Wales and the responsibilities of the Assembly. Finally, if Scotland has its own traffic commissioner, it is only fair that Wales also has a traffic commissioner. We are a nation and must be treated as a nation—an entity—in this instance.
