I am grateful to the Minister for the many assurances he has given by showing his sympathy towards many of my amendments in this group. I understand that the elderly and the disabled are a special category. In the transport field many categories are affected and it may be somewhat invidious to select this particular group. Nevertheless, what concerns many people is that the definition used in Clause 7(2)(c) is modelled on, I understand, Section 63(8) of the Transport Act 1985, and those who are concerned with the elderly and the disabled would prefer the model to be that used in the Disability Discrimination Act 1995, Section 1.
I should like to look more deeply into this aspect of the matter. That was the whole point of trying to get the elderly and the disabled into the general transport duty in Clause 1 of the Bill. As I say, I should like to look further into the matter and consider what the Minister has said and any comment that he may give to me by letter between now and on Report.
