I support from these Benches the amendments proposed by the noble Lord, Lord Roberts of Conwy, endorse his comments that it is essential that people who are frail, disabled and aged should at least be able to get around and that the new transport facility that we are talking about be ready for them to use.
Can we also go further? Not only should there be free bus travel, but could that eventually be transferred to rail when necessary? There are certain routes in Wales where the buses are infrequent and the railway system is far more satisfactory. Perhaps the Minister would consider that.
My last point is this. Many elderly and disabled people need a companion or carer with them when they travel by public transport. It could well be to both our and their benefit to look into the possibility of giving the carer or companion this free transport facility as well. With those few words I express my support for the amendments and indicate ways that we might be able to move forward.
