Commons Bill [HL]

I am sure the Committee is grateful for the very full and detailed replies the Minister has given. We seem to be edging towards a common agreement, but I still think that there are particular points which need addressing. I am not sure that Report stage will be the right forum in which they can be addressed because we can speak only once. Will the Minister consider, in his normal generous way, having a meeting or two between now and another stage in which these points can be discussed so that we get agreement, rather than doing so on the Floor of the House where discussion is much more structured from the next stage on? It would be extremely helpful if the Minister could discuss various concerns with us. I am grateful for everything the Minister said. What struck me most was what my noble friend Lord Peel said. He said, ““We must have clarity””. That goes back to what I was suggesting a moment ago. I do not think the issue is clear. As my noble friend Lady Byford mentioned, I do not see how the functions here sit with the CROW Act in the way we would like. The Minister, with his typical skill, collected support, however transitory, from around the Committee. I hope that my noble friend Lord Peel comes back onside soon.
