It would be useful for Members of the Committee to know whether the Minister has taken enough comfort from the fact that the noble Earl, Lord Peel, and my noble friend Lord Greaves agree with him. Therefore, is he satisfied with the introduction to Clause 30 that his amendment proposes, or is he still open to further suggestions of improvement between now and Report?
