Commons Bill [HL]

Proceeding contribution from Earl Peel (Conservative) in the House of Lords on Wednesday, 2 November 2005. It occurred during Debate on bills and Committee proceeding on Commons Bill [HL].
Is the noble Lord seriously saying that he expects a grazier on a common to take access considerations into account when he is grazing and looking after his animals? If the noble Lord is saying that, he is living in a rather different world from the real world up on the fells.
