I do not wish to intervene—I am sure that my noble friend is preparing a response to the noble Earl—but the Countryside Council for Wales will give advice to facilitate commons associations. That council is financed by the taxpayer. To that extent, there will certainly be taxpayers’ money involved. I am sure that my noble friend will have a response on whether it will be involved in the management or running of the commons association.
