I can reassure the noble Baroness. As she said, the draft constitution guidance is being circulated. The standard constitution will make provision allowing the public to attend meetings of an association. I know noble Lords will understand that there will be provision in discussion of financial or other personal matters of individuals for members of the public to be excluded. For example, were an association to be discussing whether to take legal proceedings against an individual, it would patently not be right for the individual to be present to hear the discussion of the case. There is nothing between us here; but it is not necessary to put it in the Bill. As far as I can see, it will work in the same way as local government, where the constitution and the framework are there. I hope that the noble Baroness is reassured.
