In principle I am attracted by the amendment, but I see a huge difficulty. As we know, Natural England can be part of the commons association. The amendment shows how many conflicts of interest there will be. Like the noble Lord, I think that the commons association ought to have better weight with the official bodies but, if the official body is on the commons association to begin with, I see all sorts of fun and games, and pretty good misery in due course.
