The noble Lord said: It may be appropriate if I also speak to Amendment No. 131. We covered most of the ground on the previous amendment. Had I been a bit sharper on the grouping, I would probably have asked for the lot to be grouped together; I was not, for which I apologise to the Committee. Having said all that, I shall not oppose the Question that Clause 26 stand part, because I can cover all the relevant matters in this debate. In the light of the previous debate, I do not think that Clause 26 as drafted is satisfactory. That is as far as I can go at the moment, because we will have to come back with something rather more sensible for the House to support on Report. I beg to move.
