I am grateful to the noble Earl. As I said the word, I thought ““This is the first time that I have conceded it””. I may have been wrong to concede it. I think that it probably means substantial support—or substantial opposition in this case—of the legal interests. To be fair to myself, I think that the word ““majority”” has been used in a different context. That was in relation to the majority of the inhabitants of a particular area affected by the commons. Here I am talking about the legal interests. But I think that ““substantial”” is a better word. I thank the noble Earl.
