I am grateful to the Minister for his attempts to answer some of the questions I asked. He will probably agree—I think this is what he said—that the answer to many of these questions is not yet known. Some Members may want them to be a little better known before the Bill leaves this House. However, one further question is whether the Government have a general view of the number of commons associations or the proportion of the area of common that they would expect to be covered by associations, say, five years from the coming into effect of this clause.
