This may not be the most appropriate time to go into this matter—it may arise later—but the Minister talks of ““favourable conditions””. How is that defined? Is that a snapshot of a time that happened, say, 100 or 200 years ago? Does a favourable condition arise in relation to how a group of scientists perceive that an area should be? ““Favourable condition”” is a badly defined phrase. Perhaps the Minister could write to me.
