Perhaps I can add to the permutations of my noble friend Lord Greaves. One of the drivers for the Bill, as the Minister may agree, is that Natural England has a huge interest in seeing all those SSSIs on commons return to favourable condition. Surely, in view of the duties to be laid on it under the forthcoming Natural Environment and Rural Communities Bill—the NERC Bill—it will be required to start targeting, first, those places with SSSIs, whereas the places best suited to having commons associations might be those with the most active graziers, but without a SSSI problem, or those commons with the most public using them where there might be more issues about grazing and public access. My noble friend raises some very important questions.
