I want to pick up what the noble Baroness said. My understanding was that my noble friend said that the Government’s expectation was that only large commons would have statutory commons associations. That is roughly what he said; I am only paraphrasing. I very much hope that small commons will have statutory commons associations. We shall get on to the question of constitution and resources, but I hope that they will not be confined to large commons. Also, I ask my noble friend to confirm—I think that he has—that to put anything like the amendment in the Bill would be instructing the National Assembly of Wales in an inappropriate manner.
