I am grateful to the noble Lord, Lord Tyler, for moving the amendment, but I am bound to say that I do not think it would work in Wales. We have a number of small commons and to instruct the National Assembly to have a presumption in favour of an association which would be responsible for all commons in a well-defined area would perhaps be asking the National Assembly to cross a bridge too far.
