I am confused by the answers to the pertinent questions put by the noble Baroness, Lady Byford, but it may be that I have not understood them properly. We are talking about costs of registration. There was some discussion about setting up commons associations, but that is not in Part 1, and we are talking about Part 1 here.
If some authorities will be targeted in the early stages for them to get their new registration arrangements set up and operating properly, where does that leave those that are not being targeted, which will have commons that need sorting out the same as the rest? How does the Minister square targeting authorities with saying that the money will come as part of the local authority direct support grant? As I understand it, the principles behind the revenue support grant have to be the same for all local authorities. You cannot discriminate within that, except in clearly defined ways that are laid out in the rules, which will be difficult to lay out in relation to targeting some commons registration authorities and not others.
