I shall just add to what the noble Lord, Lord Williams, said. We have an area, in Powys, that is similar to Cumbria in size, and we only have one person who is administering full-time the whole of the commons registration authority. That person informs me that she has neither the human resources nor the financial resources to implement properly what the Government are proposing in the Bill.
