The noble Duke said: This is a probing amendment. I understand that the Church Commissioners already act on behalf of any ecclesiastical benefice which is vacant. Will the Minister explain why this provision has been included on the face of the Bill? Does she have examples of areas where problems have arisen due to the lack of activity or the lack of powers of the Church Commissioners? I beg to move.
