I thank the Minister for her response and will look carefully at what she said. I accept that the fees set will obviously cover only the cost of recovery of the undertaking. She said clearly that the applicant should be the person who had to pay that cost, because it would be in their benefit to do so. Actually it is in the common benefit as well, because it is a common over which people go, but that is a minor point. I shall certainly read the debate and, at this stage, I beg leave to withdraw the amendment.
