Amendment No. 111 stands in my name. The amendment inquires of the Minister whether the words ““regulations may”” mean that it is simply permissive for the authorities to do this if they want. I am not a big fan of regulations, as the Minister will know—we prefer provisions to be on the face of the Bill where possible—but this is an example where regulations will be essential. If we are to have them, it would have been more appropriate to have said what regulations must, in that case, deal with.
