I wish to support this amendment. It seems to me that without it a great deal of the provisions in Clause 1 and elsewhere in the Bill will not be effective. We have to make sure that enforcement is supported by a proposition that the changes made should be notified as legal. That is what this amendment, and those grouped with it, endeavour to enforce. I hope that your Lordships from all parts of the House will support it.
