The noble Lord said: In moving Amendment No. 114, I shall speak to Amendment No. 115 as well. Both have arisen from consideration of our policy on cross-border placements. They would make it clear that only family health services and independently provided services that are provided in Wales will be family health services or independently provided services for the purposes of the Bill.
If the commissioner were able to exercise his power in relation to any of the services provided by a family health service provider in Wales, or an independent provider in Wales, this might also include services provided by that person outside of Wales. I beg to move.
