I am grateful to my noble friend for that intervention. The Assembly will be able to make suggestions to the commissioner about measures to make the proposed complaints procedure more effective during the course of the consultation prior to its establishment. The Assembly may also wish to specify, as part of its regulations to be made under paragraph 8 of Schedule 1, that the commissioner’s annual report should contain a summary of the complaints received over the previous years and of their outcomes.
