I hear what the noble Lord, Lord Rowlands, says, and I agree with him, that communications have improved vastly. However, I believe that it is true to say that the recognition of devolution has not even spread through all the departments in Whitehall. It was very poor in the early days and has improved vastly, but there is not an across-the-board understanding yet. It must clearly be developed, and the amendment is helpful in making progress to ensure that there are good relationships and good communications.
