I rise to speak to Amendment No. 96 which also concerns non-devolved matters and to comment on Amendment No. 97, just spoken to by the noble Lord, Lord Roberts of Conwy. We certainly agree with what he has said in relation to government departments and this would be a very desirable improvement on the current position. I draw particular attention to the noble Lord’s remarks about the requirement for the annual report to be put in the Bill. I should tell the Minister that I can recall clearly that during our debates on the Bill to introduce the Children’s Commissioner for Wales, the Member for Cardiff North in the other place insisted that that provision was put into the Bill. I am sure that the significance of that will not be lost on the Minister.
