Amendment No. 94 is grouped with Amendment No. 93. I apologise most sincerely to the Committee for an error in drawing up the amendment. It was not our intention to strike out Clause 13(2)(b) because, clearly, we require the powers under Clause 12. Indeed, we have been speaking to them. I apologise to the Committee for that.
If I were to describe the situation regarding Clause 13(2)(a), I would repeat the arguments about non-devolved powers and what we want the commissioner to investigate. We have been over this ground time and time again in this debate and so I have merely described the reasons for tabling the amendment.
