I clearly understand the position that the Minister has described, but we need to give this considerable thought. For example, there is a percentage of people in old people’s homes with Alzheimer’s, who may be incapable of knowing whether they want to give consent. That deserves clear examination by the commissioner and by the Assembly when drawing up regulations. This cloudy situation needs serious consideration because, in that climate, an injustice may be done and we clearly want to produce legislation that is fair to the older person. I beg leave to withdraw the amendment.
