I rise to seek a little further clarification because I remain uncertain about the Minister’s response. Let us say that a person has lived in Wales for his or her entire life. Then, perhaps during the last few years of their lives, they move out of Wales in order to be closer to their family. Alternatively, they may move to a nursing home or hospital not located in Wales. Would they still come under the authority or the compassion, if I may call it that, of the commissioner?
