I am very grateful to the noble Lord, Lord Prys-Davies, for moving this amendment and, in doing so, for drawing the very clear distinction between the reviewing and monitoring processes. It is blatant that the Government and the draftsmen of the Bill value the phrase ““review and monitor”” because they have included it in Clause 5(1). We hope that, in his concession, the Minister will also reconsider the key point—that is, the difference between ““review”” and ““monitor””—and possibly apply his reconsideration to earlier amendments that we moved where we sought to insert that phrase in its fullness.
