Identity Cards Bill

Proceeding contribution from Lord Waddington (Conservative) in the House of Lords on Monday, 31 October 2005. It occurred during Debate on bills on Identity Cards Bill.
My Lords, the Government have said that the scheme will be self-financing. People will have to pay whatever is necessary to meet the costs of the scheme. That is my understanding of it. Moreover, identity cards were issued free during the Second World War.
